DESE's Integrated Monitoring Review (IMR)

The Integrated Monitoring Review (IMR) is a process conducted by the Massachusetts Department of Elementary and Secondary Education's (DESE) Office of Public School Monitoring (PSM) to ensure that local educational agencies (LEAs) comply with federal and state special education, civil rights regulations and English Language Learner Education.  DESE's ESSA review focuses on the use of federal funds to support student achievement and ensure compliance with federal requirements.These reviews are a key part of DESE's general supervision system, and every school district, charter school, vocational school, and virtual school in Massachusetts undergoes a review every 3-6 years, depending on the focus area. 

Phases:

Self-Assessment Phase:

District/school reviews special education and civil rights documentation for required elements, including document uploads

On-site Verification Phase:

Records review, surveys of parents, interviews with staff, interviews of parent advisory council (PAC), observations

Reports
